He's an npc in Steamfont involved in this quest: http://everquest.allakhazam.com/db/quest.html?quest=118

He's supposed to drop his head. He does not.

Trantor Everhot (in North Kaladim), another mob you have to kill for the Deep Six Cutlass, has the same problem. No head. He seemed to have a head when I was killing him... :)
