Level 30 vs level 26

Is there the added bonus for spells landing/resisting? Something along the lines of +5% every level you have upon your opponent of landing a spell and the inverse. I'm noticing people max level range lower resisting tons of spells and being able to land nukes on people max range higher.

Interesting. Doesn't seem like it is in affect! I guess that could just be bad luck on my part, though.
