This is a silly mechanic. It has an enormous impact on how certain classes play, how good they are in groups, and how content can be approached. It essentially rules out any AoE ability and serves no purpose whatsoever. This was also the case on RZ, but that was one of four PvP servers. It doesn't make much sense to emulate a mechanic that only gets in the way of gameplay and does nothing for PvP when it existed on only 25% of the PvP servers. AoEs were fine on 75% of them. There's no practical reason to keep a problematic mechanic that didn't exist on most servers. At least have AoEs not hit guildies since your guild is your team and the team servers didn't let you attack your own team.

Really, trying to justify AoE not hitting group members on a pvp server. Love the logic tho only 1 in 4 servers used this mechanism in live and red is only one so lets eliminate AoE group damage! More usefull druid or tebow threads are needed.

AoE's were not fine on the team server, as they hit everyone not on your team. Since every guild that did anything worth while was a cross teaming guild, they did their content without using AoE damage spells.

Yeah, well, not only that they reduced Sunstrike damage on Rallos (EVEN IN PVE), not sure about other pvp servers.
The trade off is you can theft of thought your manaless tank on red 100% all the time.
FFA pvp servers were a different game and you may find some of the differences from PvE servers shocking.
