NPCs won't respond to hails

I have a level 4 Human Monk based in Freeport, and no NPCs will respond to his hails. Even the NPCs in The Monk guildhall won't talk to him, and I had to resort to using the wiki just to figure out how to get my white sash. I see other people hail NPCs and get responses, which suggests that my experience is not normal. Is there an option or something else I have to toggle to interact with NPCs?

Also, I don't know if this is relevant, but I used Duxa's installer to configure Titanium for p1999 after installing Titanium. Any insight into this would be much appreciated.

nm, apparently I need to stop herp derping my way through life and stand a bit closer to NPCs I'd like to talk to. =S

if you have issues with [keywords] as well, a solution that works a lot is saying What is [keyword] or something of the sort.

Although, that may be the actual way to talk to NPCs and I just got through life saying mail and freeport
