Is the spell Defoliate in the game?

The level 29 necro spell. It says a npc drops it, but none of the higher up necros have this spell...anyone know?

It used to drop on the test server for a very short time but they took it out. This was a long long long time ago. It does not exist anymore."

Not sure if that's accurate but it might have just been a test-server spell.
