In the last patch you "fixed" the gnome quest guy on the second floor of the tower. What I don't think you intended to do was a little cloning to create the Bilbis Briar identical twin merchants...
Yes, it's pretty funny, but it does need to be fixed, and I think it's probably keeping the gnome from spawning at all.
