The Deathfist Pawns in East Freeport dont seem to drop Orc Pawn Picks at all (I got one off the Orc Centurion there tho). The ones in WFP have em like 90% of the time.
Also some of them are giving faction hits and others aren't. Not quite sure which is intended, didnt find any patch notes at least.
