If this is going to be more of a custom classic to have things a little more balanced, how about removing the hybrid exp penalty so that hybrids aren't under-leveled?

Hybrids won't be under leveled in any big way. Groups all share exp bonuses and penalties, so you always level at the same rate as everyone you're grouped with at the time.

Hybrid penalty = classic. This is the slippery slope that happens when you start customizing shit. People start suggesting other unrelated changes that benefit them.

The penalty isn't a problem in groups. Warriors and rogues have a 100% exp penalty when they try to solo. Hybrids and monks can solo to varying degrees and thus have a penalty because melees are meant to group.
Please stop suggesting changes that are so hugely non-classic. The only non-classic things should be things that don't pertain to actual game mechanics or were changed early enough that it's excusable such as charm/fear in PvP.
The ruleset is fair game as well since a classic PvP ruleset isn't really definable and a custom one doesn't change the way Everquest is played. The PvP level range has no influence on the classic experience.
