Nevermind that the original nerf wasn't present on release for pve, but this was never applied for dots in pvp. Runnings, sitting, standing still, pvp dots should tick for the same damage.
Currently they do not.

I believe what lethdar says is true. I also think level caps on various spells were not in place versus PC's in the same way they were in place versus NPC's (like bard mez, etc.) Basically some spells are treating PC's like they're NPC's in pvp.

Good call, I haven't played an enchanter or bard to any levels on beta and aren't sure how they work, but no spells should have a level check in pvp. Lvl 4 enchanter mez works on any level player, same with lower lvl bard mez, and so on.

Lethdar, I tested this with Shaman DoTs and was unable to reproduce. What were you using? I tried this both having my second character standing still and DoTing her and having the DoT land while she was moving. Both ticked for the "normal" reduced PvP amount whether moving or standing. I used both envenomed breath and scourge to test this.
