Fear is a bit exploitable since you can fear people behind zonelines, into kos NPC's, and I think even into walls. There's also a big issue with fear where if you get feared your spells automatically interrupt for a small amount of time after the fear is done (this is more of a pve bug though and it may just apply to bards)

I'm guessing they're just leaving fear and charm out of PvP since they're so horribly broken and were removed from PvP long before Kunark even came out.

So fear is broken... fix it.
Every other class gets their staple spells working and necros do not?
Thats a load of shit

what are they supposed to do when a melee approaches them to fight them in combat without fear? their lifetap would get interrupted constantly because players can bash or stun at opportune times.

If they can't get a spell off anyway, how are they going to fear??
