clockwork merchant in ak'anon 2100, -399 should have level 16 and 20 necro spells. it doesn't. its currently a clone of the robe/book selling vendor. 16/20 necro spells are not currently in the gnome necro guild anywhere.

I fixed all the gnome caster vendors near the necromancer guild. Just hasn't been patched yet.
