What level do Paladins get meditate?

I keep putting points into the skill but when I zone or log it goes back down to zero. Thinking at lvl 9 I may not be high enough to use the skill even though it is available to train.

The server won't let you train it (because it's not classic for it to work until level 12) but your client will (because newer versions of the game start with med).
