So when a mob is rooted it automatically overwrites any snares and even prevents snare from landing. I don't remember this ever being the case, is it supposed to be this way?
Even the Bard slow/snare song won't work if a mob has been rooted, really annoying in groups as a Bard.

Yep. Gets changed in late Velious iirc. I don't have a link to one of our patch history bibles but that was the way the spells worked in classic.

Is it meant to negate the slow effect of Selo's consonant chain? What about the slow/ac reduction/agi reduction of largo's absonant binding? Currently neither spell will land if a root or another slow is in place, not sure if that's intended.

I think that was one of the things that particular patch addressed as I remember reading something about bard songs/snares being one of the issues. Like I said I don't have that one site bookmarked but that one would give some valuable insight into it.
