I'm pretty sure when I was level 1 I had a UI timer, and I closed it out. Any idea how to toggle that back on, or reset the entire UI? Thanks.

Find your character.ini file in your EQ folder and delete it. That will reset your entire UI.

sounds more like that "this-way-i-cant-play-too-long-at-once-timer"

It might be a camp check timer. So if you're pulling you can time when your room will repop.

Anyone know how to get it back?

Open eqclient.ini in your EQ install directory, find "ShowAlarmWindow=false" and change it to "ShowAlarmWindow=true".
