at what point does high delay begin to take a toll on a "good" offhand weapon?

say would a 15/30 be better than a 9/19? 22/40 or 12/25? ya know?

Simple ratio will always outperform in the offhand since there is no damage bonus being applied per swing like the mainhand. Infact, specifically sacrificing a better ratio for a lower delay will have the effect of increasing the damage you take from damage shields and riposte without any benefit.

Primary you want a better delay, secondary is all about the ratio.

This. But to be absolutely precise:

(weapon damage + added weapon damage) / delay

You can do this between the two weapons and compare...but yeah, the faster weapons typically are better at higher levels because of the sheer impact of added main hand weapon damage.
