He starts fleeing at 6:45 in the video.
I have no idea at what % he's supposed to start fleeing at, the person who recorded the fight didn't have him targeted.

What's the observed behavior? I vaguely remember him running at sub 5% on P99 back when you still push interrupted him, but there are a variety of conditions on P99 that cause mobs not to run even if they can, and I couldn't tell you how many of them are classic.

I don't remember him fleeing ever on P99, even with the room clear.

Do you fight him in the room? We'd push him in the hallway which would put him a bit farther from the upstairs mobs on xy.

I've fought him both in his room and in the hallway behind his room several times, he never flees either time.
