Meditate skill stopped leveling up

For some reason, my meditate skill no longer levels up when I am sitting. It was working just fine for a while but now it is stopped at 40. Is there something I'm missing here or is this a bug?

Skill level ups are explained on the wiki, there are per level caps.

If you're level 7, that'll be the cap. I believe it's 5 per level, plus 5 more.
