Is there a way to take over a guild if the leader hasn't logged in in a long long time?

See the case of Nemce vs Azure Guard.
Not understanding the quote. Did a search on Nemce and Azure Guard.

I believe the answer is no. From what I've seen in the past usually when this happens the guild reforms under a new tag. Also not familliar with the reference above.

Nemce was or still is the leader of Azure Guard. I say "was or still is" because I don't know the current status of Azure Guard.
I don't remember all the details, but here is the TLDR:
Azure Guard and Aftermath merged. There was a dispute between Nemce and the merged Aftermath members. The resolution of the despute was Nemce got to keep Azure Guard, and a lot of members left to form a new guild, which was <Freedom> I think.
My memory of that time is a bit hazy, as I stopped playing for a while. I stayed in <Azure Guard> until <Vanquish> was formed. Then I moved to <Vanquish>.
