I'd really like to play on my home PC, but also on my laptop while travelling (many different wifi locations)... is this permitted? I know you can only have one account at a time on the same ip, but not sure if travelling with one account would trigger a ban?

You can travel. You can also swap between your PC and your laptop at home. You just can't use both at the same time.

I also fully camp out when switching accounts just to be safe. Idk if it matters but, I'd rather not run the risk. (As opposed to /exit and swap accounts, idk if it stops you there, never actually tried to be honest, but assumed there was a chance there'd briefly be two characters with the same ip or something)

I don't think there's anything to worry about: if the game thinks you are logged in already with a particular IP, it just won't let you play. AFAIK there's no "let you login, then ban you" option even possible (unless you actually are cheating).

Considering how many bots raid guilds depend on I'm sure this is allowed

I'm sure there won't be a problem. As long as the account is only logged on once per session, it shouldn't matter what IP it's currently using.

It's not a problem: I frequently /camp one character and while it's counting down to zero, load another copy of the game and login (saves a little time, especially when I do ground transfers). If I'm a bit inattentive (habit, habit) and try to connect to the same server before I've fully camped, the game simply won't let me in. As soon as my character is camped, however, I can click the "Play Everquest!" button again. I'm inattentive/hasty often enough, but that has never created a problem for me.
