Mail quest in south Qeynos?

I'm trying to talk to eve marsinger in south Qeynos but beyond the initial hail i get no dialogue when asking about the mail quest. Is there a minimum level needed for it?

try targetting her and saying "Deliver"
or "I will deliver mail to High Keep"

It does not work, after hailing her i say the keywords marked in [] but nothing happens, could this be a bug?

I thought you only had to type the keywords

That's how it should work and unless you're kos she should give you the quest. Maybe she was bugged that day.
