I did it via MQ, but he has accepted MQs from me before for the robes.

You can create a petition/exploit thread for reimbursement and the GM team will investigate.

I already did. I was told the quest was working as expected and that since it was an MQ, I was not eligible for a reimbursement.

MQ never reimbursed even when bugged. Only time in history was when Menden allowed it when Robe of the Whistling Fist got bugged unexpectedly
