Recently I was quad-kiting Skulking Brutes in WW, when I noticed a couple odd things.
1) The pathing in that area seems designed to make all mobs want to go for a swim. I've done repeated quads there, and something like 90% of the mobs (when the quad is done and they wander at low health) end up in the water.
I have no idea if it's classic, but it feels odd that forest mobs don't try to run into the forest (which would make things harder for the players, as there are no chance of adds in the ocean).
2) But what was even stranger was that when I tried to kill the fleeing/swimming brutes, I could only cast on them about half the time. The rest of the time I could go above or below the water, or stay on land: it didn't matter, I still couldn't cast on the brute.
This seemed like a clear bug to me. I have attached two screenshots of trying to cast on a brute (with an instant-cast item) both below and above water, to no avail.
