In LoIO when NPCs flee to the windmill, they start up the base and then disappear under it. You can no longer melee attack or cast spells on them.
You have to run around the windmill over and over to find where they might appear again. Sometimes they don't come out from the base, instead they re-appear away from the windmill near by.
