There was some question (https://www.project1999.com/forums/showthread.php?t=60394) as to the role Jeb's Seal played in the Enchanter Epic quest. When the quest was first introduced, the seal was not required since saying the phrase, "I need a sack," to one of the appropriate NPCs would produce the Enchanters Sack needed to progress the quest. This behavior changed in the Mar 14, 2001 patch (http://www.tski.co.jp/baldio/patch/20010314.html) which made the seal required to obtain the sacks.

if u need a sack from those 4 quest npc, 1st make sure u have TWO open inventory slots. give him/her the jeb's seal, then u will 1st receive the seal back then the sack. thats why u need 2 inventory slots open. they no long give out sack when u say i need a sack.

Yep you NEED the part from Jebs seal.
By the way polzin m'rid always said you have to check in cabilis (the iksar city, not the dungeon) for more information on the shissar. Did anyone find any clues there? Or did noone ever even bother finding that npc in cabilis before because they already knew where the head is from anyways?

My hat is off to Diku Goldenmind for his fine spoiler on the enchanter quest. His is unquestionably the default spoiler. Be sure to read his site (http://www.bjornstar.com/). Do not look at the one at castersrealm. They have a fine site, but there are mistakes on their version of the spoiler that they are apperantly too busy to fix.
Anyhoo, would just like to submit the following frequently answered questions that aren't covered on Diku's page as a humble addendum to Diku's work. These are things I researched/learned from experience while working on the Staff of the Serpent quest.
Changes as of the 3/14 patch, which force you to do the Jeb's Seal portion, which are not reflected on Diku's site:
*** The quest givers don't give out sacks on request anymore. You have to clear two main inventory slots, and give them Jeb's seal. You will get back Jeb's Seal and an enchanter's sack.
*** After you have all four staves, give the seal again to ANY of the four masters to get another "an enchanter's sack". Combine the four staves in this sack for "a bundle of staves" that you give to "a sarnak imitator" for the snake stick.

yes, and that means you will need 2 slots open: seal comes back first, then bag, if only 1 slot or none you wont get bag :(

Enchanter's Sack - This part has changed!
Old Enchanter's Sack
You say, 'I need a sack'
A sarnak imitator says, 'Take this sack and combine the items I requested in it. Then return it to me.
You receive an Enchanter's Sack.
New Enchanter's Sack
You give Jeb's Seal to any of the four masters of enchantment (Modani, Mizzle, Nadia or Polzin).
You receive Jeb's Seal back.
You receive an Enchanter's Sack.
The sack you receive is the same sack from any master. It would work fine to get the sack from Nadia every time you have four pieces to combine. Jeb will no longer give you a sack when you ask for one.
Make sure you have two top level inventory slots open when you get a sack. You will get the seal back first, which will fall into one top level slot, then you need a second slot open for the sack.
