I've spent some time camping a couple of https://wiki.project1999.com/Illusionists_Stone
with the intent of being able to use it to sell to merchants on my iksar. I noticed I cannot use it in felwithe though. It gives the notification "Illusions do not work in this zone" or some such. But you definately can cast illusions in there, as druid in wolf form, necro as skelly, enchanters in ANY of there forms. Not sure why it's relegated to not working in felwithe, north or south.

Can you illusion tree indoors? Never used it but seems like the type of thing that would be outdoor only. Maybe that's the issue?

Felwithe isn't indoors? You can cast sow in it. As well as jboots etc.

I remember using tree form in pvp to hide/spy on people... sometimes if there were no trees in the area tree form wouldnt work.. similar to an enchanter's minor illusion they need a tree/object nearby to mimic. Been years but thats what i remember

yes, minor illusion and illusion: tree require something to mimic, unlike other illusions like wolf, bear or PC enchanter illusions, thats why its not working
