Does he spawn or is this a bug? He hasn't spawned for me at 6pm 5pm, 4am, 5am 7am 11pm 11am. He should be inside the tavern, near trueshot arrows.

Fixed, pending update.

This npc was missing from the database and many different things were wrong with the quest.

-Bidl will replace Hendricks at night time in the Kelethin bar
-Telescope Lenses quest available next patch.
