Andad Filla (I believe he's involved in the Singing Short Sword quest) is absent from his spot in South Ro. In classic EQ you'd find him standing by the entrance to Innothule Swamp.

He shows up when epics arrive, as I recall.

His spawn is there, its just 0%ed.
