Temporarily. It randomly appears and disappears and is also dependent on the zone. Some zones don't do it. Some zones have varying degrees of it.

At first i thought it was a clipping plane issue but now i think it's lighting. Did it only start after the lighting patch?

It happened less before the lighting patch. And it was much smaller. And Southern Ro is the worst about it. Most zones aren't that bad.
