This item, and the related leggings, boots and arms don't appear in Lucy until 2002.
However, I have found a preview on eqarchives.org which shows the item on a page with a 2001 copywrite. This result is found using the search term: "Black Ice Wrist Guard" 2001.
The entry lists only Velketor's Experiment as the mob information, but I believe it's copywrite time stamp and similar lucy upload date make the item contemporary with the rest of the set, and sharing a similar drop infomation (i.e. also available from Errkak Icepaw, as per that kobold's zam entry).
Incidently, Magelo lists that kobold as level 53, not 52 (like zam and wiki here do) so perhaps there is a range.
Finally, the initial entry for Black Ice Wrist Guard is boxing day 2001 on Magelo, which is very close to era. https://eq.magelo.com/item/25573
