I’d say DHB to flex how resilient your wrists are to chafing versus iksar.

Depends? if levelling...AC > all.
Once 60 and actually tanking, HP > all for lack of going into nuance.
Whatever has the best AC is generally the best answer on p99 for almost every class being hit as part of their job until you've got 4-5 clerics healing you. Then that changes.

More hps makes it easier to time CH and tanks can eat nukes as well as take physical hits.
If you get AC from good items, great. If not, don’t stack it at a detriment. You can solo or group killing blues in AC or HP gear all the same. The difference won’t break the experience.
