Weird new graphics issue

I've never seen it before.

When camera and pixels are still everything is crisp.

When there is motion of anything on screen or even when i turn there is a weird almost fuzzy glow where the pixels were briefly. Almost like a motion artifact.

so I just noticed it only happens with my external monitor - not with my laptop screen.

nevermind i feel stupid ... refresh rate on laptop was 144 ... refresh on monitor was set low at 60 ... just had to sync them.
