Servers have consistent packet loss

This started a few years ago in certain zones such as DN but seems to be impacting more zones

Zones with Packet Loss: Kael, TOV, DN, WW, Befallen, Solb, Sola, Temple of Solro, GD, Velks

Zones without Packet Loss: WC, DL, Tox, Paineel, Warrens, Lavastorm

Looks like most zones are impacted, but there is a significant difference between WC and TOV. WC may lose a packet once every 15-30 sec, where TOV may be every few seconds

This didn't used to be a problem which is why it needs to be investigated
