Server is still active, and PUG's 1-20 can sometimes be found around peak times, but Green is currently going to be a better bet for that.

I started a rogue 2 weeks ago and he got 36 no problem. There aren't a lot of groups but if you do
/w all (your level -5) (your level +5)

You will find the people in your level range. You can then see where they're hunting and ask the ones in good exp zones for groups.

Hell, get to level 30 and I'll group with you, especially if you can heal.
Join a guilds while leveling to get comradery and more opportunities for fun.
