Has EQ previously worked on your system before? If not, try to install DX 9.0c (https://www.filehorse.com/download-directx-9/) - if it has, try to run the Windows SFC (https://support.microsoft.com/en-us/topic/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system-files-79aa86cb-ca52-166a-92a3-966e85d4094e). If you still have problems I'd be curious to see the error message/screenshot you are encountering when the game client crashes.
