How long does it take for forum account approval?

A friend is trying to start playing, but he's being held up at the forum account approval step for over 24 hours. I don't remember how long it took for me, but this seems particularly long.
How long does this normally take?

Have him try to make a comment on a post or something.

That might alert a mod faster or something.

Yeah, you can post a comment but it won't be shown to the public until a mod approves it.

Once the mod gets the notification for the approval, they'll probably also activate the account.

He's getting an error message when he tries. Maybe that means the mods have been informed.

Yeah, the message will say "Comment will be posted upon moderator approval" or something.

He's getting a "You don't have permission to access this page"

Does he get that message before or after he posts his comment?

If it's before, that's really weird because the forums are public. You can get a blocked message like that if you were banned on an account before and your browser is cached.

He should be able to login to his forum account before it's verified. Is that happening? Can he see his screen name appear at the top right corner?
