IP Exemption?

Hi, am trying to get ip exemption for my friend so he can try p99 when I spend weekends there.

Instructions say to post in Petition / exploits but it says Private and I'm unable to post.

Am I missing something or is there some other way to ask?

EDIT.. nvm... I went back to that forum and suddenly I am able to post.
