TL:DR- Make sure the people you're playing with are okay with you picking a race with an experience penalty.
So I know a lot of people will tell you to pick whatever you want to play, and generally that's a good rule, but the other thing to keep in mind is that if you pick a race with a penalty to experience, you will be sharing that experience with other players. At higher levels I am more apt to pick a halfling warrior over a ogre warrior for my group, because I know the ogre is going to slow down experience considerably. If you're planning on playing with friends, make sure they're okay with you playing a race with an experience penalty, because they may not say anything, but they're still helping you level, and thus sharing your burden.
With that said, I level as a gnome magician with an iksar necromancer, and I am fine with it, however I see the difference when we level as a duo and I level with other players without a penalty. I want my friend to play whatever he wants to, however your friends may not feel the same, so as a public service announcement, choose wisely and make sure they're aware of the penalty. You don't want them to find out 30 levels in and then bring up your experience penalty. Communication is key.
