I'm not sure which patch this occured with, but I believe it was the most recent mini (non-server-down) update.
When wisps are still they look normal (wiggling around and stuff), but when they move\path they are completely still. Like the graphic itself is in some kind of static motionless state.
All I use is the base titanium install and p99 files, I don't have any custom texture upgrades\optional community patches or anything.
