Warrior Bind Wound skill

I was attempting to work on my BW skill and hit 100 since then i am not able to raise the skill w/o buying it from a Guildmaster. I have used over 600 bandages and could not raise above 100. I went to the Guildmaster and bought 5 points to bring myself to 105. Since then i have used more then 400 bandages and skill has not gone up at all. This has to be broken please advise

p.s. any way i can get my skill points refunded back to me that way i can at least buy the skill ups
