Moving slowly...

Hey so I am on my laptop and when I am running, my character will slow down all of a sudden, then he speeds back up, and then slows down over and over again. I am not encumbered or have a debuff on me. This never happens on my desktop but it does on my laptop for some reason, any advice?

Also, I found that turning sky graphics off fixes the issue for me..
