The wiki page for the quest states: "Hand Vurgo the Note from above, the Fungus Eye, the Shadowed Knife, and Fire Opal, all at the same time."

It's not clear if the person who wrote the entry intended to mean that all items needed to be done in a single trade or if they simply meant that the 4 items were needed. Luckily, none of the stuff needed is particularly rare and anyone can turn it in since the quest is on sol ro faction and the completed item is tradable.

I just MQd it. It works. I already had the note on lowbie Necro

You can complete this quest with any class. Then just give completed item to necro. I completed this quest on my bard, then just gave it to my necro.
