Once you get Call of Bones at 34 you can sell and bank in the evil cities without any other bsery. You can bank if Kelethin easily through the window and NFP from around the corner, but definitely FD in both spots at lower level or you might get agro from guards from time to time.

Also, gypsies should sell to you provided you don't kill Qeynos guards - I did that on my baby shammy them gated into the NKarana gypsy camp and immediately got murdered. Doh!
