Wisdom - Effects the speed of general and craft skill gains if higher than Intelligence.
Intelligence - Effects the speed of general and craft skill gains if higher than Wisdom.

Well, whats the chance of them being the same? Is the distance spread the deciding factor?
Why is this even a thing and how big of a deal is it?

Whichever one is higher provides the bonus. If they're the same, then it doesn't matter anyway.

Why is this even a thing and how big of a deal is it?

They wanted both Int and Wis casters to have an advantage at most tradeskills. Incidentally, certain tradeskills (eg. Blacksmithing) have alternate stats (eg. Strength), to encourage non-casters to focus on those skills.

But for the casters, they wanted both types to be equally good, so they just made the algorithm use whichever is higher ... ie. Int for Int casters and Wis for Wis casters.

wow this almost seems like common sense.

gonna put on my burger king crown to add +50 charisma IRL
