Fungi Tunic, Epic weapon. Everything else is secondary to levels and spells.

I can give you a reasonable breakdown based on level. I assume you do not have a ton of money to start with. This guide assumes you are playing on Blue.
Do not worry about armor for the most part. Get what you can when you can, but it isn't going to make a huge difference. https://wiki.project1999.com/Velium_Fire_Wedding_Ring 2x are good for a nice boost in HP.
The first thing to consider is your weapon. From levels 1-40 you should be doing a lot of meleeing, as white damage during those levels will do more DPS than your DoTs. With slow you can easily face tank most mobs even with basic armor. Here is a list by level of what you should get weapon wise. This changes after certain levels due to the damage caps designed to limit how powerful a weapon is. Shamans use the Priest Table found here: https://wiki.project1999.com/Game_Mechanics#Melee_damage

Levels 10-19: https://wiki.project1999.com/Guard_Captain%60s_Mallet (If you want to be lazy and stick to Smoldering brand until level 20, you probably could do that. If you want an upgrade, this is about the best you can get for cheap).

Once you hit level 25 or so, you can start killing Misty Thicket Halfling guards along the wall. This is where you should level 25-40, since you can make quite a bit of money there. Each guard drops a 10pp spear. If you are not an Iksar, you can just go into Runneye Citadel and sell to a merchant near the bottom of the zone. When I was doing this, I bound myself right next to the merchant, so I could quickly sell and run back to my camp. Just don't kill goblins to hurt your faction.
If you are an Iksar, or have ruined your goblin faction, you can basically drop swap. What this means is you create a level 1 halfling alt. You drop the bags with the spears on to the ground in a low traffic area, camp, and then log into the halfling alt who is parked in the same location (dropped items only last 6 minutes, so plan accordingly). Then you can just sell the spears with the halfling, and transfer the money back to your Shaman as needed.
The goal here is to get https://wiki.project1999.com/Ceremonial_Iksar_Chestplate first (if you have the money to buy it before level 45). This will increase your killing speed.
The next item you want to get is https://wiki.project1999.com/Jaundiced_Bone_Bracer (unless you are an Iksar, in which case you can't use it). Once you hit level 45, this will be the best leveling tool you can buy, other than your Epic. If you don't have quite enough money to buy this item when you hit level 45, and you already bought Ceremonial Iksar Chestplate, sell it. Then buy the Jaundiced Bone Bracer, and re-buy the Ceremonial Iksar Chestplate again when you get enough money.
After that, you want to get https://wiki.project1999.com/Fungi_Covered_Great_Staff and https://wiki.project1999.com/Black_Fur_Boots . The Fungi Staff regeneration snares you, so you want the boots to instantly switch between Regeneration/Snare and SoW. Fungi Staff is great for Shamans, because it is basically a Flowing Thought 2 item. You save 1200 mana per hour on casting Regrowth. It can be used at level 35, which is also nice if you have enough money at that level range. Once you are level 45+ with Jaundiced Bone Bracer, you will not be meleeing anymore. I used the Fungi Staff as my main hand item from 45 to 60, until I got Torpor. This is because it is much easier to recast Fungi Staff when it is always equipped, as opposed to switching to it. The stat bonuses you get from having a Shield/Spear will not offset the utility of Fungi Staff. The Fungi Staff also acts as a Global Cooldown Refresh item, so you don't need to wear something like https://wiki.project1999.com/Shrunken_Goblin_Skull_Earring or https://wiki.project1999.com/Telescope to fulfill that need.
JBB, Ceremonial Iksar Chestplate, Fungi Covered Great Staff, and Black Fur Boots will be your main setup while you keep farming for money. You can basically kill guards until level 55, so I would advise doing that to maximize your cash while leveling. Past level 55 there aren't a lot of money camps that also give xp, so you need to switch between money farming and xp grinding at that point.
The next item you want to get is https://wiki.project1999.com/Fungus_Covered_Scale_Tunic to replace your Ceremonial Iksar Chestplate. You can sell the Ceremonial Iksar Chestplate, so that takes about 10k off the price tag.
When you hit level 60, you should sell the https://wiki.project1999.com/Fungus_Covered_Scale_Tunic , https://wiki.project1999.com/Fungi_Covered_Great_Staff , and https://wiki.project1999.com/Jaundiced_Bone_Bracer for https://wiki.project1999.com/Torpor . This is the most important spell you can get, which is why you want to sell everything and get it first. This spell will increase your power more than all of those items combined.
After you get Torpor, focus on getting all of your spells, including Malo, Pox, and Bane.
After your spell book is complete, you save up for Epic. As you acquire the money for Epic, you can re-buy things like Jaundiced Bone Bracer, Fungi Staff, and Fungi Tunic to help your farming along. Then you can re-sell them again to buy your Epic.
Once you have Torpor, all of your spells, and Epic, you should re-buy Fungi Staff and JBB for situational use. At that point all of the major items and spells are done, so you can then prioritize quality of life clickies, armor, etc.

Great post! Gave me a good game plan for my new shamy.
One thing you can do as well is at level 4 hit Warrens and level there until you have faction for Paineel key. For me it was around level 17 or 18. Warrens has a great ZEM so it was pretty fast. Then hit Paineel guards until 25. In Paineel you can vendor and bank all in the same location. That will give you 4 or 5k plat. At 25 like said above hit guards in Misty to keep the plat coming in.

What level can you get the Black Fur Boots? Can you just kill Black Dire and turn in or do you need to do the first parts of the epic quest?

You do need the correct faction level to do the black dire portion of the quest. Black Dire is the fifth part of the quest. Parts 1 to 3 should be soloable around level 30 once you get invis if you are careful. It is mostly just running around. Part 4 you probably need to be around level 40 if you want to solo the two mobs you need to kill. For Black Dire you just need a few level 60s to help you kill it.
If you have some high level friends you could certainly do this at a lower level. They could invis and port you through the first three parts and kill the mobs in the fourth part. You could also pay a druid to port you over and over again to just keep doing part 1 until you are at the correct faction level for part 5.

My sham is poorly geared. Almost 59 with a combo of Jaundiced Bone (incl bracer) and Giant Scalemail, and fungi (when not on the ranger) and that Chardok slow 1hb. Whether grouping or solo it’s rarely a struggle. I’m constantly shocked by how little the shaman needs to be a great class. More hps and an epic would obviously be better but anything slowed 70+ is trivial to the scrubbiest of scrubs.

I forgot to mention a haste item in my previous post. You definately want a cheap haste item levels 1-45 or so. Try to get it first along with your weapons. Silver Chitin Hand Wraps are cheap and good enough unless you are swimming in plat.

Agreed, Vindi BP and Belt of Dwarf Slaying are amazing for Shamans. Great AC and HP on those items, plus HP regen. I do prefer White Dragon Scale Sash though for the added resistances.
Resistances are very important, because Shamans have no reliable method of spell interruption. You must tank spells quite often.
Your interrupt options are slam on big races, random pet bashes, random procs with stun spear, using line of sight when possible, Blind Kiting, and fear on animals/undead if your religion is cazic thule. You can also mana sieve randomly with mortificator staff.

Does all this holed true since JBB has skyrocketed in price from ~20k to 50K, seemingly overnight? Saving up 20k at 45 is hard, but doable. Saving up 50k at 45 seems like a complete waste of time....

That happened recently, it wasn't 50k a month ago. Looks like the same four people are in the entries quite a few times over a 4 day period. It is very easy to upload bad logs to the wiki. People do this on occasion to try and boost the price unreasonably. They want to catch a newer player off guard. That is why they flood the entries over a short period, so the real price is no longer listed. I doubt this is a real price people are paying right now, especially based on the suspicious log activity.

Keep the earring for cooldown refresh, sell the other stuff and buy a JBB. The mana saved from JBB far outweights the extra HP regen.

I run unixgeek.com, and I can guarantee the prices I post on my auction tracker (see my signature) are not "bad" in that they are not altered from the logs.
In this case, it's a few "bad apples" (Caros, mainly), that continually asks for way high prices. I do have some anti-absurd checks that throw out prices that are just ... well, absurd. Caros tends to be stupidly high, but not trip them. I've been asked to remove his prices specifically, but as long as he stays within my boundaries he gets the same treatment as anyone else.
It should also be noted that in the past 60 days, JBB has hit 50k (at least in EC), exactly twice.

On green, I am just about to close in on JBB money. Don't have any regen items yet (PoHate BP at the moment). According to this guide I should go for fungi stick next? Or should I work towards iksar BP and then fungi?

Since you have a PoHate BP I assume you are above level 45. If that is still the case, you should focus on getting a JBB first. That will give you way more value than any regeneration item. Once you have a JBB, go after Iksar BP next, because it sounds like you are getting close to getting regrowth anyway (level 52). When you have JBB and Iksar BP, go for the Fungi Staff. Those three items will give you a lot of advantages until you can afford a Fungi Tunic, which I assume is still very expensive on green.
EDIT: Duh, you are 51, didn't see your signature. Yeah JBB, then Iksar BP, then Fungi Staff, then Fungi Tunic.

I forgot to mention, you should get Black Fur Boots to pair with your Fungi Staff when you get to that point. Fungi Staff snares you and removes SoW, so an instant click SoW really helps. You can just swap between the buffs as needed. Hopefully Black Dire isn't too competitive to camp on green.

Are epics in yet on green? Before the fear revamp the golems are 8 hour spawns and tears rot. Make sure to grab yours then. Epic is basically a powerlvl to 60.

I am not on Green, but I do not think this will be the case on Green. Everybody knows child tears are easier to get, and the number of players on Green is higher than when blue was in this state. My guess is anyone even thinking about rolling a Shaman is going to try and get a childs tear, which will jack up prices and lower supply. My guide assumes a childs tear is not easy or cheap to get. If I am wrong about Green, then I agree, get your easy childs tear while you can. If epic is cheaper to get than a JBB, get that first.

Im not on Green either but given the allure of Kunark loots and the relatively low value / fast respawn of golems pre-revamp I would assume that there would be a lot of oppurtunity for the mid tier guilds to grab tears.
However, as I said, I don't play on green. I would be interested to hear that the top guilds are rolling through hate every 8 hours to bank tears for alts / MQ.
The only real issue I would see is the comparatively shorter timeline on Green before the Fear revamp.

I agree, it is all speculation right now. Would be interesting to hear from someone on green. I hope you are correct, that way a lot of Shamans can get their epics easily. I distinctly remember farm crews of one group coming into fear and nuking golems after the fear revamp, but before the raid changes to the zone (you can't just park a toon inside the zone and wait for a pop).
I am not sure how the rules/UN are doing things on green, but if that is allowed, I would be suprised if power gamers didn't take advantage of the childs tear supply and demand changes over the timeline. On blue I think child tear MQs were like 30k or less before the fear revamp, but they are now 100k. That is a 3x or more return on investment, which is very appealing.

I was in fear at 52 with some random non-raiding guild for a "fear raid". Tear dropped and everyone was like, "anyone need?". Everyone who wanted one already had one or had one banked. 9 mobs a day for weeks on end is a lot of tears. But yes, I would also be interested to hear how golems are being handled on green currently.
I quit playing for 4 years, came back after TMO had been dissolved and powerlvled myself to 60 root rotting 3-8 mobs at once in CoM 2nd/3rd floor then Neriak ogres from 57-60 in a couple of super easy weeks. Highly recommend.

Yes, Child's Tear is the bottleneck. The problem is I don't think Green will act the same way towards pre-revamp Golems as Blue did. Back when Blue was in the pre-Fear revamp phase, there were less people playing, and less power gamers. Most people didn't realize how much more contested Golems would become after the revamp, and how much rarer tears would become. People also didn't know when the patch would come out. Because of this, Child's Tears weren't hoarded very much, and any Shaman playing at the time could get one easy.
The odds of this happening on Green seems slim to me. Everybody knows what will happen now, there are a lot more players, and pre-revamp Fear will not last as long. My assumption is Child Tears are going to be hoarded on Green, and highly contested. The returns on the investment are just too good.

A lot of great info in this post. Ive been following along so far. Got Iksar BP, Sow Boots, PWC. Just hit 35 and went to get a Fungi staff. The price has shot way up! They are now around 17k. Anyone know why? I thought they ran about 12k or so.
I am Iksar so I wont be getting JBB but it seems they have shot up in price as well. 60k for JBB now! No Thanks.

It's been years since I did my epic but I recall back in 2016-17 that Child's Tear MQ's were about 30k and I believe it was because the golems spawned more regularly than they do now. I remember this because I was new to the server and could not get my hands on 30k for a tear and ended up having to wait a while longer to get mine.
Can anyone confirm if I'm remembering this correctly?

We were discussing this earlier in the thread. Plane of Fear 1.0 Golems didn't drop anything other than Child's Tear, and I believe they were on the same respawn timer as trash mobs (8 hours). This is why Child's Tears were easier to get back then. There was no reason to kill them other than Child's Tear, so they weren't very contested.
With the Fear revamp, Golems got a lot of loot from Cazic Thule to make him less of a bottleneck, and they changed the Golem spawn timer to 3 days. Once that happens, Child's Tears become hard to get due to everyone wanting Golem loot, and less Spawns per week.

First of all, JBB is clickable at 45, not 46.
Fungi Staff would be an improvement over Iksar BP in terms of saving mana for you. Shamans get Chloroplast at level 39, so your total HP regeneration will be the same (10 from buff plus 5 from Iksar BP vs 15 from Fungi Staff buff).
Fungi Staff does snare you, so I generally suggest you get Fungi Staff after you acquire Black Fur Boots. This way you can quickly switch between Regeneration and SoW. This is one reason why I generally suggest getting Iksar BP first, then Staff later, because it gives you more time to get the Black Fur Boots.
If you will only be able to afford Fungi Staff or Iksar BP in the near future, just stick with Iksar BP for now, unless you are comfortable with trading movement speed for extra mana savings, or you already have Black Fur Boots. You could have SoW on bar all the time as well with Fungi Staff if you do not have Black Fur Boots, but that will make it harder to have all your necessary spells memed.
However, if you primarily level in dungeons, where you won't be able to SoW yourself anyway, then Fungi Staff would be the better item to use until 45. You will get all of the extra benifits Fungi Staff offers, without needing to worry about swapping between Regen and Snare.
