Custom UI's not loading correctly?

I downloaded Power of Two UI, and I followed the instructions. I load the UI but nothing really changes. The windows aren't skinned, nothing really. It has it in the Custom UI Load list, it's all properly installed, but for some reason nothing is loading correctly.

Any idea?

if your playing on green, they dont allow it

but on blue and red they are ok to use
