There was a previous thread by Daldaen about this that correctly noted the patch in October 1999 that was supposed to implement the 'your charm spell has worn off' message.

I've recently come across a Casters Realm post by Baelish, saved on eqsongs.com, that explains this never actually worked, and the message wasn't in fact implemented until January 2000.

Lexi on the Test Server reports that you now receive a message when charm breaks. This was supposed to be implemented in a patch quite a while ago but it never actually worked. Hopefully it will become fully active with the next patch to the live servers.

So 'your charm spell has worn off' shouldn't be given until the January 2000 era.
