Maybe it's supposed to be that way on Green and they accidentally pushed that code to Blue as well?

Also does this mean rangers are technically better dps now if the tank doesn't have a ton of aggro? All I can do is stop attacking but they have Jolt lol...

My suspicion is the issue will go away on blue once kunark hits on green and rogues get evade. The issue is I believe their intention was to dump the players from green onto blue at end of lifecycle, which means we go back to no evade for 2 years when it launches each time if it isnt addressed.

It's not a bug as far as I know, they nerfed it intentionally, and there are patch notes to show that the nerf is classic.

There is some debate however that they might have gotten the values wrong and over nerfed evade, but it's really hard to prove how much agro evade is supposed to reduce. This nerf is also exacerbated by the recent nerf to clickies making it even harder for warriors to generate agro.

My advice is if you want to do good damage without pulling agro, play a monk.
