EC Guards Won't attack

EC Guards will not attack black bears. Not sure how this got broken....I found out the hard way. :(

Though a minor bug, this is one of the first bugs a new player would experience and could make them think that faction is broken on the server and it may kill their experience. Who knows, maybe they would leave the server and not come back. :eek:
