If a druid is camping 1 spot with 7 mobs, a ranger close by is camping another spot with 7 mobs is it right that the ranger, having killed all his mobs, is now entitled to enter the druids camp and pick 1 or 2 off whist the druid is waiting for 4 to spawn so he can quad them ?
Apparently this is fine because the druid hasnt engaged them ? It doesn't seem right.

Here's the thing: before we get to "what's right" ultimately, there's an overriding rule that makes the Ranger wrong before we even start.
If someone else is killing mobs and holding their spawn points down ... they "own" all seven mobs. Now, another player is absolutely, 100% in their rights to say "I'd like some of those seven mobs too: the staff wants us all to share here, so you have to pick one spawn point to keep, I'll then pick one spawn point to keep, and we'll race (FTE) the remaining ones." That's P99 camp rules in short.
But the critical detail is you have to talk to the person first! Until you do, if you try to take their mobs you are taking their mobs. They don't become shared until someone asks to share: until that point a player can "own" every mob in the zone ... if they can keep them all down.
