Anyone know if there is a level restriction or faction restriction in order for Sulgar to talk to you? I have all the rods but can't do the turn in. He is currently indifferent to me.

If I need faction, how do I raise it? I cant find anywhere to see how to raise his faction.

FYI: I'm only level 24 (High Elf Wizard of Solusek Ro)

There's no faction requirement but there is a minimum level requirement of 35.

Well done getting all the rods at 24 though! I completed mine yesterday - was bricking it travelling through LGuk. I also didn't have enduring breath so had to edge my way through the Lake Rathe underwater tunnel by binding underwater in the tunnels, porting out to breathe when needed and gating back to my last position. How wrong that could have gone! :D

I did mine at 25 a couple of weeks ago, was indifferent to the quest guy also

Good to know! I will try again at lvl 25 and see if it works then.

I did try hailing him, he just doesn't respond.

I did it at lvl 20.

Update: I went back to Sulgar after about a week, still level 24 and this time he talked to me when I hailed him. I don't know what happened the first time.

Anyways, I got my staff and star of eyes! Thanks for the advice/help. Much appreciated guys.
